complete bay area news coverage starts right now, this is ktvu channel 2 news at 6:00 p.m. hello. i am frank somerville. >> and i am julie haener. >> what roads are making for a slick commute home today. ktvu's chief meteorologist bill martin is tracking the rain. >> we are getting light showers. san jose live right now. if you are in san francisco, oakland, you are not -- you haven't seen anything. down here, it is a wet afternoon commute. the showers have been relegated to the valley and parts of the livermore valley.

pinpointing that for you, you see it. this is an unusual system. it went by but now it is spinning the moisture back up at us. usually when systems go south they keep going, this stalled out. livermore, showers today. 10th of an inch of rain. this is moderate rainfall. fremont you are getting a break. but you had showers. milpitas. showers. and then we back it out to illustrate this line. this line has been steady all day. showers have been happening all day. nothing has been going on up here. into the evening, more showers. when i come back, i will toggle through tomorrow and into the bay area weekend, there is more showers possible towards the weekend as well. we will talk about that and the five-day forecast with your bay area weekend in view. see you back here.

>> follow our weather team 24 hours a day. updating on facebook, twitter and www.ktvu.com. officials wrapped up a press conference, three students were shot yesterday. ktvu's jade hernandez was there to get the latest on this developing story. what did we learn about the students? >> the school superintendent met with the media inside the city hall. the superintendent is fired up and ready to talk gun control. this is why, the superintendent gathered reporters to discuss the shooting yesterday afternoon involving three high school students. students were released early because of finals. she says the students were sitting near bart when they were approached by two men who asked about one of their shoes. >> drew a gun and fired shooting one of the students.

and grazing another student. the third student was uninjured. what are we going to do about gun control. >> reporter: one student is still in the hospital. police tell us tonight that this shooting had nothing to do with the shoes but officers canvassed the area and are still investigating. the reason for the focus on the shoes tonight, earlier this week four teens were shot, the shooting may have been over a pair of shoes. jade hernandez, ktvu channel 2 news. new video tonight of the california international guard loading up and leaving for war. they are deploying to afghanistan tonight. they spent all day packing up their gear and loading it into the planes. ktvu's robert handa was there and spoke to the service members about the dangers they

will be facing. >> huge transport plane flew in today. then the california international guard loaded the aircraft for a four month deployment to provide search and rescue in afghanistan and africa. the pilot and others will provide medical care as quickly as possible. >> we try to get to them within minutes of them being injured. which means sometimes when we go in the fighting is still ongoing. >> there is always a element of danger. of course, from the taliban. >> reporter: she is enthusiastic about the military today lifting the ban on wim -- ban on women serving in combat. >> i think the time has come. women are excellent soldiers, airman. >> reporter: she emphasized she

is one of 200 members deployed, all in harms way. >> we have to keep in mind our job is to make sure other people get to go home to their families. >> reporter: they said they will not be taking part in the fighting with pirates that has been going on but stick to rescue operations. the rescue wing has been credited with 370 saves. robert handa, ktvu channel 2 news. congresswoman nancy pelosi praised u.s. defense secretary leon panetta's decision to lift the ban on women serving in combat. >> secretary of defense lifted the ban on women serving in combat. >> nancy pelosi said the ban on women serving in combat prevented many women from advancing to the highest levels of the military and says the decision fits with "don't ask, don't tell." home surveillance video we

obtained shows the moments as a 13-year-old girl runs from an attempted kidnapping. in the left hand corner of the surveillance video you see the girl walking. there are no clear shots of the attacker but moments later you see the girl running away. neighbors heard her piercing scream. >> i was laying down and i heard a girl screaming. the kind of scream that rings your ear knowing they are terrified, need help. >> the teen got away. this is the sketch police released yesterday of the suspect. at this point investigators say there are no new leads in the case. the manager of a pizza shop has been taken into custody for putting a hidden camera in the rest room. police arrested the man who

manages the pizza shop. an employee found a hidden camera friday. it was in an employee bath room. he was booked on suspicion of invasion of privacy. governor jerry brown said california's budget is balanced and he intends to keep it that way. ktvu's ken pritchett was on the floor for the state of the state address this morning that included a big change for education. >> reporter: this state of the state address was unlike others. there were no calls for deep cuts but that is not to say the governor didn't put forth a challenging agenda. [ cheers and applause ] >> reporter: governor jerry brown's speech was in a word optimistic. >> california is back. budget is balanced and we are on the move. let's get it done. thank you. [ cheers and applause ] >> reporter: he called to build a rainy day fund and to support

major products. and california's high-speed rail. on higher education, money must be saved. >> tuition increases are not the answer. i am not going to let the students become the finance ears. >> reporter: it is the proposal for k-12 that is the biggest change, shifting money to schools with poor students. >> equal treatment for children in unequal situations is not justice. >> the idea of giving them more resources is the right direction. >> the battle lines may not be political. she says the governor's plan would benefit schools in her district. >> that will not be a fight between republicans and democrats. it will be a rural versus urban discussion. i believe it will be heated. >> reporter: he says the system is fractured. as for fixing it? >> it will be very challenging.

i believe it will be one of the hardest challenges they will face this year. >> reporter: another challenge will be maintaining this budget surplus. the governor said actions by the federal governments on say healthcare could cost california billions of dollars, putting the surplus at risk. in sacramento, ken pritchett, ktvu channel 2 news. transportation officials have approved a fair program -- fare program for low income passengers. the commission allocated $1.3 million to subsidize fares. under the program qualified riders pay $25 for a monthly pass instead of $70. some homeowners in san francisco are upset about people paving over their yards to create more parking spaces.

it was banned in 2002 but that hasn't stoped some people. one said it is causing problems with sewer flooding. >> greenery absorbs water that doesn't run into the drains. >> flooded sewers spilled raw sewage in november. homeowners could be fined. they are calling it a revolution tonight in one san francisco neighborhood. a healthy food revolution. poor diet has hurt people for years. new tonight at 6:00 p.m. ktvu's health and science editor john fowler is here with a new partnership saving money and lives. >> reporter: here in the bay view district, one of 24 corner markets in this african
